Germany declares Spain a covid risk area

The German government has included the entire Spanish territory in the list of regions at risk for covid, the lowest level of its alert ladder. The measure implies that when returning you have to present a PCR or a negative antigen test, have the full vaccination schedule, or have passed the virus.
