MadridThe Spanish government has approved a new public sector job opening. Specifically, up to 36,588 public sector positions will be available in the state administration in 2025, as announced by the Minister of Digital Transformation and Civil Service, Óscar López, on Tuesday. This is a slightly lower number of positions than the 2024 opening.that was historic With the offer of 40,146 positions, the aim is to strengthen, above all, citizen services that depend on the general state administration, such as the State Public Employment Service (SEPE), Social Security, and immigration offices.

General State Administration

Specifically, the public offer approved this Tuesday for 2025 represents the approval of a total of 36,588 public positions. Of these, 26,889 are for entry into the general state administration (20,324 are open access, while 6,565 positions are for internal promotion). The Spanish government estimates that this represents the creation of 5,400 clean public sector jobs. "The change in trend will deepen starting in 2021, maintaining an inflow of new entrants into the system above the loss of workers. For three consecutive years, there has been net job creation, which has made it possible to halt and reverse the aging process of the workforce," the ministry states.

National Police, Civil Guard, and Army

The remaining positions are shared between the National Police (3,139), the Civil Guard (3,713), and the Army (2,847). Some are also through internal promotion, while others are open access.

Overall, the Spanish government highlights that, of the total number of positions, 27,697 are open access, meaning that, "for the fifth consecutive year, a record number of new positions has been set and net employment has been created." The remaining positions in the offer approved this Tuesday are through internal promotion (8,891 positions).

As was the case in 2024, this year also reserves 10% of the positions for people with disabilities: a total of 2,610 positions, 538 of which will be for people with intellectual disabilities.

Regarding the territorial distribution in the State, details will be provided in each of the calls for applications, as well as an indicative forecast of the specific provinces in which the destinations will be offered.

Without support from the unions

The offer approved this Tuesday by the Council of Ministers lacks the support of the unions. Specifically, the five unions that make up the negotiating table (CSIF, UGT, CCOO, CIG, and ELA) assert that it is insufficient to cover the needs of the public administration. Furthermore, they maintain that it does not help reverse the cuts from years following the financial crisis. Furthermore, the offer comes at a time of budgetary extension: the general state budget is extended from 2023, and this limits the government's ability to approve more positions.
