Barcelona City Council will activate the alert phase of its cold weather operation this Tuesday night. The decision was made after organizations such as the Arrels Foundation criticized the fact that no additional support was provided to the homeless on Three Kings' Day (Epiphany night), despite the drastic drop in temperatures.
