Finally, Junts' threat to vote against it again has materialized, staging not only the break with the PSOE, but also the null dialogue between the two parties since Carles Puigdemont's party decided to break with the socialists. The votes of the Junts members, but also those of the PP and Vox, have derailed this package of measures, as happened a month ago when the Spanish government brought the decree to Congress for the first time.

The main reason behind Junts' rejection – a decision that has been described as "shameful" by Pedro Sánchez's executive and the partners of the investiture bloc – is the anti-eviction measure included in the decree, which has been in force since the COVID-19 pandemic. Furthermore, in the vote a month ago, the package of socioeconomic measures was in the same document as the pension increase, but this time Pedro Sánchez's executive has separated them to ensure that, at least, the increase in these benefits in 2026 would prosper (they will increase by 2.7%) – Vox was the only party to vote against it. In the afternoon, from Burgos, the Spanish president ignored Junts' refusal and only attacked the PP and Vox: "They are the bloc that blocks rights," he lamented. And he reproached the popular party – only them – for voting against the victims of the summer fires in Castilla y León not paying taxes on compensation.

Junts presents an alternative

The agreement between the Spanish government and the PNV to exclude small landlords from the measure (those who only own one rental property would not be affected) has been of little use, therefore. Sources from the party in Congress assure that without the prohibition of evicting some families when they can prove vulnerability – they consider it encourages squatting – they would have voted in favor of the social shield. In fact, this was a scenario that Moncloa had foreseen before this second vote, as ARA explained. "Social shield yes, squatting no," asserted Junts' spokesperson in Congress, Miriam Nogueras, this Wednesday. A thesis that the Spanish government refutes: "It is an absolutely fallacious excuse," stated the Minister of the Presidency, Félix Bolaños, when he came out to defend the decree from the Congress tribune.

In addition to encouraging squatting, the Junts members consider that the anti-eviction measure does not solve the housing access crisis and leaves landlords defenseless. In this regard, they criticize that the Spanish government has not fulfilled its commitment to compensate landlords for unpaid rent by tenants, despite having announced 300 million euros. And this Thursday they have registered a non-legislative proposal with an alternative to the measure, and have tried to set their own profile, as they have also done with other issues such as the prohibition of the burqa. In broad strokes, in their PNL Together proposes to apply the article of the civil procedure law that establishes that the State will pay through public funds the due rent (applying what is known as enervating the eviction) so that "the protection of vulnerable people is assumed by the administration and not by private individuals".

Despite everything, Junts says it does not have exact data on the impact of the eviction moratorium in force so far because the Spanish government "does not provide it to them," explain Junts sources in Madrid. According to housing rights groups, the measure has temporarily stopped around 58,000 evictions (with data up to 2024), some of which are due to non-payment of rent, but also due to contract recession and rent increase. The Junts members have also not been open to supporting the package or processing it as a bill to introduce amendments later, as they consider it a path that ends in a dead end. Now the Spanish government has to decide whether to re-edit the entire social shield or break it down.

For their part, ERC, Bildu, and the BNG have also made a move and have registered amendments to the dependency law, which is being processed in Congress, to "shield" by law the prohibition of evictions and utility cutoffs for vulnerable people, disabled people, or those in a situation of dependency.

Broken relations

Sources from the Spanish government acknowledge that at the moment there is no room for dialogue in terms of negotiation with Carles Puigdemont's party, although there is "cordiality". It is true that the Spanish government was assuming defeat going into Thursday's vote, but the clash is evident. "Why do they adopt the framework of the right and the far-right?", Pedro Sánchez reproached Miriam Nogueras this Wednesday, referring to the discourse on squatting. However, the only window that could rectify this situation, in Moncloa's view, is the return of Carles Puigdemont. This would remove from the list of unfulfilled promises that Junts denounces the fact that amnesty has not been executed, although there are other stalled matters such as the delegation of immigration powers.

Price limitation falls

At the same time, the other key vote on Thursday, the decree to limit prices of goods and services in emergency situations, has also not prospered because the PP, Vox, and Junts have voted against it. Together sources in Madrid compare this measure to Venezuela under Nicolás Maduro. "It is a disgrace and I will not allow citizens to feel defenseless against the blatant abuses committed during last year's fires or recent emergency situations," stated the Minister of Social Rights, Pablo Bustinduy, after the vote.
