He pointed out that "it is another step in applying the amnesty to all the leaders of the independence process" and also "to its most prominent leaders." Similarly, the Minister for Digital Transformation and Public Administration, Óscar López, stated that the amnesty law "is fully constitutional and will be implemented as normal." The opinion released today could be key to the application of this law, which has not yet been applied to figures such as former president Carles Puigdemont. In contrast, the People's Party (PP) believes the CJEU's ruling "warns of a violation of the rule of law." This was expressed by Cuca Gamarra, who reminded everyone that "we are talking about a report" and again criticized the amnesty law because, in her opinion, "it violates the Spanish and European rule of law." From the pro-independence movement, former president Carles Puigdemont stated in a message to X that the EU Advocate General "has exposed the indecent strategy of delay and manipulation intended to block the application of the amnesty law," and asked that we not forget that "the final word is for the homeland." For his part, Gabriel Rufián (ERC) indicated that the CJEU's ruling "should" open the door to amnesty for Puigdemont, although he stressed that there are "judges who are playing politics" and who "are applying not justice or legality, but vengeance."
