BarcelonaThe Government has now specified what the minimum services will be for the general strike on November 11th in Catalonia. The Department of Business and Labor has decreed that on November 11th, Rodalies, the metro, the Ferrocarrils de la Generalitat (FGC), the tram, and urban and interurban buses will have to guarantee 25% of the regular service during peak hours, from 6:30 a.m. to 9:30 a.m. and from 4:30 p.m. to 9:00 p.m. In contrast, the bus service connecting Barcelona with the airport will operate at 50%. In the healthcare sector, the normal operation of emergency services and special units will be maintained, while in schools, there will be one teacher for every six classes in preschool and primary education.
All these measures have been signed by the Minister of Business and Labor, Miquel Sàmper. Specifically, in healthcare centers, the normal operation of emergency services, special units (ICU, coronary care, dialysis, and childbirth), and urgent medical transport is maintained. The rest of primary care will operate with 25% of the staff. The service of on-call pharmacies is also maintained.
In the field of education, in schools, high schools, and daycare centers, the presence of one person from the management team is required, in addition to specific percentages of teachers and dining room staff to ensure the supervision and safety of the children. In the case of primary education, one teacher is set for every six groups; for special education, 50% of the staff; for daycare centers, 33%, and to ensure safety during dining hours and complementary activities, 33%.
Emergencies
In the case of emergencies and security, the Government stipulates that emergency telephone response services (such as 112), fire extinguishing, and security for basic supplies (water, electricity, and gas) will maintain staffing levels between 70% and 85% of their personnel, depending on the area, "to protect life and public health."
In the media, public radio and television will have to broadcast 50% of their usual informative content, and must guarantee, in any case, the emergency notices that may occur. The Government's edict stipulates minimum services for other areas such as the transport of goods, which will be "what is essential" to supply health establishments and pharmacies and to transport those of a perishable nature that are not suitable for preservation beyond 24 hours. There are also, for example, minimums for funeral services, with 85% for the collection of the deceased and 50% for administration and attention to family members.
