The Generalitat insists on its commitment to strengthening the model of intensive reception classrooms in secondary education to reinforce the support and integration of newly arrived students. This was highlighted this Friday by the Minister of Education, Esther Niubó, who also pointed out that this will be one of the points that the executive will put on the table in the educational debate that President Illa has called for next week. "It is no longer just a linguistic issue, but it also requires socio-emotional support [...] It is necessary to provide the basic skills so that they can follow the routine in the ordinary classroom", said the minister during a visit to the Institut La Plana, in Vic, where 60% of the students are of foreign origin and there are 25 nationalities.

11 of the 17 autonomous communities reject the Strategic Plan for Inclusive Schooling
BarcelonaThis Friday, the Spanish government was supposed to obtain the approval of the autonomous communities to lay the foundations for an inclusive school model for the entire State. A kind of roadmap to ensure that, as is already being attempted in Catalonia, ordinary schools also become the reference space for students with disabilities. Although the plan had received the green light from the Spanish School Council, when it reached the Education sector conference, the communities governed by the PP and Vox (11 out of 17) and the Canary Islands shot it down. "They came with a predetermined position and a convergent strategy not to accept this challenge," criticized the Secretary of State for Education, Abelardo de la Rosa, when he left the meeting. "It was an ideological stance," insisted De la Rosa, and recalled that the "conceptual framework" of the plan that "intended to help" in the inclusion of the million and a half students with learning difficulties in Spain had been rejected.
"Today an ethical requirement was being approved, to attend as best as possible and with the best means to our students who need it most. Today a pedagogical line is being approved; the conceptual framework from which, if we were to agree, we could develop the necessary regulations and resources," lamented the secretary. One of the governments that rejected the plan is Madrid: its representatives defended that their community "has a firm commitment to special education and the freedom of choice of families," and said they understand that "the goal of the plan is to end this model."
According to the Ministry of Education, the Strategic Plan for Inclusive Schooling plans to develop an inclusive curriculum, ensure that personal resources are sufficient, consolidate initial and permanent training, consolidate the role of special education centers as reference and support centers for ordinary centers, and strengthen inter-institutional collaboration. Furthermore, the Spanish executive insists that to elaborate the plan, a "broad" participatory process has been carried out with contributions from the autonomous communities and the participation of key actors such as teachers, families and students, entities linked to disability, and the State School Council, among others.
31 million for VET
At this Friday's sectoral conference, the distribution of 31.5 million euros among the autonomous communities to boost vocational training (VT) was also validated. Among other things, the budget will be used to promote national and international mobility for students and teachers through training stays; to support innovation and knowledge transfer projects between centers and companies, and to strengthen teacher training and updating.
