The Government requests that all town councils have a language officer

BarcelonaThat each city council appoint a person responsible for leading language policy from a department or commissioner. That a plan to promote Catalan adapted to each town be implemented this term. That language clauses be incorporated into administrative contracts. Ensure compliance with language regulations and correct violations. And that City Hall employees and all its services respect the linguistic rights of citizens and can serve them in Catalan. These are the main objectives of the motion that the Government wants to be approved in all municipalities throughout Catalonia.

The Minister for the Presidency, Albert Dalmau, and the Minister for Language Policy, Francesc Xavier Vila, have sent a letter to all mayors inviting them to join the motion. National Pact for LanguageThe letter includes a proposed motion to be presented at municipal plenary sessions. Several Catalan municipalities have already taken the initiative to create a language department to implement specific measures, such as Girona, Sant Cugat, and Vic, and recently Barcelona has appointed a language commissioner, among others. Now they want it to be generalized throughout the country. Minister Vila encouraged municipalities, during a language workshop sponsored by the regional ministry, to consider initiatives beyond Catalan classes.

The Government believes that local councils have "an irreplaceable role in promoting the language" and calls for "integrating a linguistic perspective into all local public policies" in areas such as the reception of newcomers, culture, sports, youth and senior centers, popular festivals, and public transportation. In fact, the motion also proposes creating local language committees to coordinate linguistic actions within the associative, educational, cultural, sports, and economic networks. For this reason, they offer the advice of the Consortium for Linguistic Normalization.

The motion proposed by the Government recognizes Catalan as "the backbone of the Catalan nation, a language of cohesion and the future" but also acknowledges that, "despite having a solid legal framework and a committed institutional and social fabric, Catalan has not yet achieved full and effective official status in all areas: different sectors of the population, the difficulties in consolidating its use in some areas, and the decline in others."
