BarcelonaStarting this Saturday, October 17, companies affected by the customer service law will have to use nine-digit numbers starting with the 400 prefix to make commercial solicitation calls. The measure is implemented to make it easier for users to identify advertising communications before picking up the phone.

Operators will have to block commercial calls that do not comply with this obligation, in accordance with the regulations. The 400 numbers will be unidirectional: they will be used to make commercial calls but not to receive them; that is, the potential client will not be able to use them to return the call. Nor can they be used to provide customer service.

The regulations affect companies included in the scope of the law, such as those in the energy, telecommunications, gas, water, transport, postal services, and financial services sectors. It also includes companies that market goods and services and exceed certain staff or turnover thresholds, with exceptions for some small businesses.

The Organization of Consumers and Users (OCU) warns, however, that the 400 prefix does not guarantee that a call is legal nor does it by itself eliminate telephone spam. The entity demands a public registry that allows identifying the companies behind each number and facilitates claims and sanctions in case of non-compliance.
