Collboni backtracks on the proposal to raise the salary of senior officials
The mayor of Barcelona proposed a 5% increase for good leadership and performance directed at the council's executives
BarcelonaThe mayor of Barcelona, Jaume Collboni, has withdrawn in extremis from the agenda of this Friday's plenary session a proposal for a "productivity bonus" in salary matters. The bonus was aimed at 800 City Council officials who hold the category of “command”, a position characterized by organizing and being in charge of other municipal workers. "They not only manage processes, but also articulate the organization," assures the document detailing the characteristics of this new bonus. The objective, according to the council, is to value the work of the 800 commanders and could mean an increase of up to 5% of the base salary, regardless of what the worker previously earned.
The mayor of the council wanted to bring this new measure to the plenary session, but due to a lack of support among the opposition groups, Collboni withdrew the proposal. “It is withdrawn due to a lack of agreements for its approval, we hope to be able to bring it soon so that it can be definitively approved," reaffirmed the second deputy mayor, Albert Batlle, when the mayor announced the change during the plenary session.
How the bonus works
According to municipal sources, the bonus is an extra that would only apply if certain "measurable and quantifiable in advance" requirements have been met, and would be reviewed by a parity monitoring committee composed of representatives of the administration. The individuals subject to this salary increase would first be evaluated on a scale of 0 to 10. To receive part of the bonus, they would have to achieve at least a 7, or a 9 to receive it in full. The objectives that workers who want the increase must meet "have nothing to do with holding a managerial position", but rather "are designed for approximately 800 people of different professional categories in the City Council". The council insists that in no case would it be a linear salary bonus, but a one-off extra that would be conditioned on meeting certain objectives. Municipal sources add that it is another measure among those already in place to encourage leadership and the search for people with a desire for internal promotion.
The other approved regulations
The productivity bonus is just one of the four regulations related to the development of the 2025-2028 collective agreement and which were scheduled to be discussed this Friday during the plenary session. The council reminds that the agreement was negotiated more than a year ago and was subsequently approved by an absolute majority of votes at the plenary session held on January 30.
In this regard, the plenary session has approved the three regulations related to the regulation of professional careers and the management of the administration's employees' services.
