Afghanistan's Vice President Amrullah Saleh proclaimed himself "the legitimate caretaker president" as "established by the constitution" in the absence of the president, Aixraf Ghani, who fled the country Sunday. "I am reaching out to all leaders to secure their support," he said in a tweet.
