BarcelonaThe Andorran Government will present a draft reform of labor legislation this fall that should facilitate the creation of works councils in the private sector. The Andorran Government announced this Tuesday in an official statement following a meeting of the Economic and Social Council (CES).

At the meeting, employers and unions reached an agreement to amend the labor relations law and provide new tools so that companies can have greater employee representation and establish more collective bargaining agreements. The Minister of the Presidency, Economy, Labor, and Housing, Conxita Marsol, stated that this was "a necessary step" and emphasized that the Andorran Government has provided external technical advice to both parties to make it possible.

Other highlights of the CES included the favorable verdict on the general quota for residence and work permits, which will open soon, "a few weeks" earlier than the usual date of late October. As announced a few days ago, the Andorran government will approve a quota of 900 places, of which 100 have already been filled this September to meet the needs of certain basic service jobs for which there were no professionals in the country.

In this regard, the president of the Andorran Business Confederation (CEA), Gerard Cadena, has proposed that the executive branch and the municipal governments (municipalities)—as those responsible for authorizing business openings—open a discussion to establish a system that limits these openings and thus "not strain" the labor market so much.

Finally, the CES has issued a favorable opinion on the Andorran government's proposal to achieve equality in birth leave between both parents, which will be implemented progressively starting in 2026.
