Antoni Bassas' analysis: 'There is agreement on the figure and the model for the new financing of the Generalitat'
The agreement reached would ensure that the Generalitat has greater power to decide on taxes, a position closer to ordinality, control and monitoring of state investments in Catalonia, and the end of advances, the money that the Treasury gives to the Generalitat for its management.
This analysis can tell you today that Negotiations between the PSOE, PSC, Esquerra and the Spanish government for the new financing system have come to an endThere is agreement on the resulting figure for Catalonia from the improvement and also on how the new model will work. However, there is no definitive agreement on the transfer of powers currently held by the Spanish Tax Agency to the Catalan Tax Agency. It appears that Vice President Montero, who is expected to run as a candidate for Andalusia, is the most reluctant.
The agreement reached would ensure for the Generalitat more capacity to decide on taxes, a position close to ordinality, control and monitoring of State investments in Catalonia, the financing of investments that are not the same as in the rest of the communities and the end of advances, the money that the Treasury advances to the Generalitat for its management.
When could all this be approved? Technically, it doesn't seem like it should take long. Politically, it's another matter entirely, because yesterday I told you that the scandals surrounding Pedro Sánchez are growing at a remarkable rate. That wasn't a figurative statement. This morning we have to explain that The Civil Guard has arrested Leire DíezA former socialist activist (you might remember her; she held a press conference a few months ago), has been arrested as part of an investigation into a sealed case concerning the awarding of public contracts. Leire Díez was being investigated for bribery and influence peddling, allegedly for harming police officers investigating cases involving socialists. She denied orchestrating any wrongdoing and claimed she was writing a book. Furthermore, the Civil Guard also arrested a close associate of Pedro Sánchez, Vicente Fernández, a former president of SEPI (the Spanish State Holding Company), who worked for Santos Cerdán's company.
Oh, and also yesterday, the president of the Lugo Provincial Council, the socialist José Tomé, resigned after being accused of sexual harassment.
This is agony for Pedro Sánchez and his government. I don't know if the agony, however, lies in the fact that they keep sinking lower. Let's not forget that Sánchez came to power when Rajoy fell in a vote of no confidence due to corruption within the PP, and Sánchez was presented as the clean alternative. And he's had two of his party's organizational secretaries in prison. If you could say he could legislate, that would be different, but the fact is he can't even pass a budget.
Now we can better understand his desperate gesture of publicly flagellating himself, admitting his own fault, and imploring Junts to return to the agreement. The legislature is slipping through Sánchez's fingers. And between this and the interests of the economic vice president and candidate for Andalusia, Montero, who knows when the financing agreement will finally be finalized and presented.
Good morning.
