Solar Impact - Energy with social value: a model that transforms homes and territories
Capmany hosts an initiative funded by PERTE (National Institute of Telecommunications and Telecommunications) and promoted by third-sector entities and job placement companies.

CapmanyIn the heart of Alt Empordà, the municipality of Capmany is hosting an initiative that combines sustainability, inclusion, and social justice: Solar Impact - Energy with social valueThis project, funded by PERTE (National Electricity and Energy Management System) as part of the Ministry of Labor and Social Economy's Recovery, Transformation, and Resilience Plan, and promoted by third-sector entities and job-integration companies, proposes a comprehensive solution to two structural challenges: access to housing and green energy.
The proposal is based on a 1 MWp solar park, comprised of 1,600 photovoltaic panels, which has the capacity to produce energy equivalent to the consumption of 500 households and will begin operating, enabling it to supply energy to 150 vulnerable households before December 2026. A replicable project that combines energy efficiency, social return, and respect for the environment.
An alliance with impact
Resilis Foundation leads the project from the social housing perspective. With more than 500 apartments managed under social and affordable rental schemes, the organization is responsible for selecting the beneficiary homes, supporting families, and coordinating the social impact assessment. Its experience in property rehabilitation and regularization is key to ensuring that access to green energy translates into real improvements in quality of life.
Active Tool, a job placement company, designs and installs the solar farm, providing specialized technical equipment and promoting employment in the energy sector. Its participation ensures that the project not only generates clean energy, but also job opportunities for groups at risk of exclusion.
Vasija Association, based in Castilla-La Mancha, is implementing a pilot test to study the scalability of the model in another territory. It also contributes to the analysis of energy poverty and the dissemination of the project nationwide.
Solventa6 is responsible for the technical and audiovisual design of the solar park, documenting the construction process and proposing energy exploitation models adapted to social reality.
Energy Tools provides a technical analysis of marketing options, proposing a hybrid strategy that combines shared self-consumption, PPA contracts, and partial sales to marketing companies. Their work maximizes social impact without compromising economic viability.
Fiare Ethical Banking accompanies the project from a financial and strategic perspective, reinforcing its long-term sustainability.
Saltar, for its part, contributes to raising awareness about energy poverty and supports the project's social communication.
More than energy: cohesion and future
Solar Impact - Energy with social value It's not just a photovoltaic installation. It's a model that transforms social housing into a dignified, efficient space connected to the surrounding area. The integration of the solar park into the rural environment, with reversible structures and grazing practices, reinforces its environmental commitment.
The project is aligned with the Sustainable Development Goals (SDGs), especially in the areas of poverty, affordable energy, reducing inequalities, and sustainable cities. It also incorporates measures for gender equality, work-life balance, and process digitalization.
With an agile management structure, clear evaluation indicators, and an active communication plan, Impacte Solar presents itself as a replicable initiative that can inspire public policies and similar projects in other territories.
