Climate change experts call for a 67% cut in emissions over ten years.
The CECC presents the 'Carbon Budgets' to "guarantee the ecological transition" in Catalonia.

BarcelonaThe Committee of Experts on Climate Change (CECC) of the Generalitat proposes that Catalonia reduce CO2 emissions by 67%.2 and other greenhouse gases until 2035 compared to 1990, the international reference year for measuring climate change. This was stated at the presentation, this Thursday in Barcelona, of the Carbon budgets, which the group of experts must present to Parliament.
In the document, which has not yet been published, the CECC proposes an emission reduction of 403 megatonnes of CO2 for the period 2021-2035.2, which would mean reducing greenhouse gas emissions by an average of 8% each year in Catalonia during this period. A goal that is far from being achieved because in 2022, the last year with data, the reduction was 0.2%, and in the 2015-2019 period it increased by 1%.
The report should serve as a guide for public bodies to "guarantee a scenario of emissions reduction in Catalonia," as well as "guarantee an ecological, energy, and economic transition that is effective, economically viable, fair from a social point of view, and committed to current and future generations," the president assured. Among the measures proposed by the CECC—an organization created following the approval of the climate change law—There is an increase in the public transport network, policies promoting the circular economy, a decline in the tourism sector, and the use of renewable energy.
The Carbon budgets They establish a global and disaggregated proposal in seven sectors, structured in five-year periods from 2021 to 2035. Thus, between 2026 and 2030, emissions should be reduced by 45% compared to 2022, and by 2035, they should be reduced by 69% compared to the same period in 1990.
Termes has identified transport and industry as the two sectors that contribute the most to greenhouse gas emissions. Specifically, mobility of all types accounts for 32% of emissions, while industrial activity accounts for 28%. These are, therefore, the two sectors in which the CECC believes will have to reduce emissions the most for Catalonia to meet the goal of zero emissions by 2050. The other areas where experts believe action is needed are energy, the primary sector, the residential sector, waste management, and the services sector.
