A slap in the face in the League: the CSD ratifies the registrations of Dani Olmo and Pau Víctor

The highest government body considers that the RFEF-LaLiga agreement is not competent to cancel players' licenses.

Both La Liga and Barça were clear that the Higher Sports Council (CSD) would maintain the criterion in the final resolution Regarding the registrations of Dani Olmo and Pau Víctor. The highest level of the Spanish government in sports matters is relying on the right of both Barça players to pursue professional careers to maintain the licenses it granted them, provisionally and until April 7, under an emergency precautionary measure, in early January. The CSD also considers that neither La Liga nor the Spanish Football Federation (RFEF), through their joint monitoring committee, have the authority to deny licenses to two players who were registered.

"The incompetence of the monitoring committee to decide on the prior visa and the license requested by Barça has been confirmed. The functions of the aforementioned committee are set out in the coordination agreement between the RFEF and the League [...]: interpretation of the application of the company's activities of the agreement," underlines the statement released by the CSD this Thursday, April 3, 2025. "The monitoring committee did not confirm, ratify or execute the agreements adopted by the League and the RFEF, but rather expressly agreed not to grant the prior visa or the definitive license requested by Barça for Olmo and V.

With the CSD's resolution, both players maintain their licenses in force and will be able to continue competing until the end of the season. This is because the RFEF has recognized in its allegations that "there is no federation resolution that agreed to the cancellation of the licenses," a required circumstance, as the entity recalls governmental, by the RFEF itself in its resolution of June 30, 2022. In any case, "Olmo's professional careers are only interested in avoiding irreparable damage until the resolution of this procedure," adds the body chaired by José Manuel Rodríguez Uribes.

Nothing to say about financial fair play

The CSD glosses over the fine print regarding the League's financial control. There are no major references to the 100 million seats. VIP of the future Camp Nou which Barça has not yet included in the 2024-2025 income statement and which three months ago were used to raise the salary cap out of term. Nor does the government entity assess the circumstance that this operation only had the validation of a small auditor who is not the one that audits the Barça numbers today, Crowe, which in turn refuses to recognize the income until the entries VIP, currently under construction, are not delivered to their buyers.

"If the League's budget validation body and its economic committee approved the economic operation on January 3 and, at a later date, the same body expresses a different position on the same operation, it is a matter of an economic nature and internal regulations that must be addressed, where appropriate, in the, : "For reasons of incompetence, for not having followed the appropriate procedures established in the rules and for not being the body authorized to make decisions, the agreement of the monitoring committee of the RFEF-Liga coordination agreement must be considered null and void."

Regarding the status of Olmo and Víctor's registrations, it should be noted that the permit ratified by the CSD is valid until the end of their contracts. In Olmo's case, until June 30, 2030. And, in Pau Víctor's case, until June 30, 2029. That is, this Barça will no longer have to rely on the salary cap to register these two players this summer. According to La Liga, the blue and garnet club is once again overstretched.
