The Barcelona Ombudsman's Office rules out the possibility of a hate crime for the Catalanophobic play, but determines that the City Council has not acted "with due diligence" or "in accordance with the law" because it is responsible for "monitoring" that the content of an institutional event does not cause harm to third parties.
