The new self-employed quotas proposed by the Spanish government Eduard Forroll

From €90 to €1,220 per month. These are the new quotas for the self-employed that the Spanish government is proposing and has already sent to employers and unions prior to negotiations.

According to the document, to which Europa Press has had access, once the reform is fully deployed (it will take nine years), that is, from 2031, the quotas will be divided into thirteen bands and will range from €90 per month to be paid by those who bill less than €3,000 net per year to €1,220 per month for those who bill over €48,841 net per year (see chart).

First changes in 2023

The government hopes to start applying the reform in 2023. It will begin with intermediate contribution by brackets that will increase progressively for those who earn more and decrease for those with less income. Thus, in 2023 the government's proposal is that the fees will range from €200 per month for those earning less than €3,000 net per year to €400 per month for those whose turnover is above €48,841 net per year (see chart).

It will be the self-employed themselves who will provisionally choose their contribution base within these thirteen brackets, depending on their annual income forecasts. However, they will be able to modify it throughout the year a maximum of six times to adjust it to their real income. Once they declare their real final income for the year, any differences between their forecasts and the final numbers will be settled, either with additional payments by the self-employed or refunds from the tax authorities.

As the Minister of Social Security, José Luis Escrivá, made clear on Tuesday, these changes will be included in the first package of reforms that the ministry plans to approve soon. The implementation schedule of this package of reforms, however, will start in January 1, 2022. In the case of quotas, they will come into force gradually starting in January 2023.

Also in statements to Europa Press, both the president of the National Federation of Self-Employed Workers Associations (ATA), Lorenzo Amor, and that of the Union of Professionals and Self-Employed Workers (UPTA), Eduardo Abad, showed their discomfort at not being informed of this proposal officially.
