2,000 million to improve the educational system and the working conditions of teachers

Reduce ratios, reinforce inclusive education and increase teacher salaries are the main axes of the agreement reached with CCOO and UGT

The Generalitat of Catalonia will inject 2,000 million euros, 25% of the budget of the Department of Education and Vocational Training, over four years to improve the educational system and the working and salary conditions of teachers. The agreement, reached with the unions CCOO and UGT, foresees reducing ratios, strengthening inclusive education, improving teacher remuneration, and recognizing educational support staff. The pact includes joint monitoring mechanisms with the signing unions to ensure its implementation.

One of the main pillars of the agreement is the reinforcement of inclusive education, with an investment of nearly 300 million euros aimed at expanding resources and support for educational centers. Among the planned measures are the incorporation of 85 speech and language teachers, the creation of 16 new comprehensive support classrooms next year, and the expansion of resources in special education centers, with a maximum projection of 80 new groups.

More inclusive education

In inclusive education, 300 socio-educational roles will also be structurally consolidated starting from the 2027-2028 academic year, and healthcare professionals will be progressively deployed to attend to students with specific care needs. Furthermore, the plan includes the progressive incorporation of support monitoring for the post-compulsory stage between the years 2026 and 2030, and the revision of the welcome classroom model to adapt it to the evolution of newly arrived student enrollment.

Fewer students per classroom

The progressive reduction of ratios is another of the highlighted commitments. Already next academic year 2026-2027 there will be no excess ratios in any stage and the objective is to place them at 20 students in the second cycle of early childhood and primary education (currently it is 25 in both stages) and at 25 students in compulsory secondary education (which is now 30 students per classroom). This reduction will begin to be applied from the 2027-2028 academic year and will be progressively extended to the rest of the educational stages.

In high school, efforts will be made to achieve a ratio of 30 students per group, when it is currently 35 students, and in vocational training, it is planned to reduce it to 25 students in intermediate and higher cycles and to 15 in basic cycles.

Salary improvements

In parallel, the agreement incorporates salary improvements for teachers with a progressive increase of 30% in the specific complement over four years, which is added to the 11% salary increase agreed at the state level. This will place the annual salaries of teachers without triennia or stages at 39,777 euros in primary and 44,508 euros in secondary by 2029. This is the first approved update of this complement since 2001 and will benefit 129,327 professionals in the public and subsidized education system.

The agreement also includes an economic compensation of 50 euros per night for teachers who accompany students on educational activities with overnight stays outside the center starting next academic year, such as colonies or end-of-year trips.

Reduction of bureaucracy in schools

Another relevant line of action is the reduction of the administrative burden in educational centers. Through the de-bureaucratization plan, procedures will be reviewed, data duplication will be avoided, and management technology will be updated to facilitate teaching tasks and optimize the time dedicated to pedagogical activities.

Salary improvements for educational support staff

Regarding educational support staff, the agreement incorporates the creation of a monthly salary supplement of between 290 and 473 euros for seven professional categories with direct impact on student care. This measure aims to recognize the complexity of their work and strengthen the role they play in inclusive education.
