The Madrid judge justifies sending the Leire case to the National Court because there are those involved with a "higher level of hierarchy".

The judge from Madrid who began investigating Leire Díez has transferred his entire case to the National High Court. In the order of relinquishment, to which ARA has had access, he argues that he was only investigating three people who “might not hold a principal position” in the alleged scheme.
