BarcelonaLast week, the Catalan government approved the third and final injection of public funds to bolster the Generalitat's coffers in the face of a budget shortage—€468 million, in addition to the €2,100 and €1,300 million already approved by Parliament. It did so on the same day as ERC announced the global agreement with Salvador Illa's administration. And the Commons explained that they were continuing to negotiate this third package. Well, on the eve of the Parliament's approval of this third credit supplement—it will do so in next week's plenary session—the Government and the Commons have reached an initial agreement: 22.7 million for inclusive schools next year, 6.9 million of which would be made effective this year. According to ARA, this translates into 352 educational support personnel (PAE) allocations to serve students with special educational needs.

These PAE allocations would be added to the 3,681 that currently exist, according to data provided by the Department of Education at the start of the school year, when it added 321 allocations. To implement the inclusive school decree, last year's draft budget had already included an allocation for this area: of the 2,280 staffing levels that Pere Aragonès's government planned to incorporate into the education system, 399 were to be for inclusive schools. But the figures were not published due to the disagreement between the ERC government, the PSC, and Comuns over Hard Rock.

Salvador Illa's government has also failed to pass its first budget and has attempted to salvage governability in this first year of the legislature with the three credit supplements. Regarding the latter, the Comuns have not yet considered negotiations closed. They have at least two other demands on the executive's table: free school meals in secondary schools and also extra classes in Catalan, English, and mathematics. Negotiations should be finalized early next week.

Breast reconstructions

What has already been included in the agreement is the Socialist government's commitment to reverse part of the regulations governing breast reconstruction for women who have suffered from breast cancer. As explained by AHORAThe law established a maximum period of six months for these operations, but excluded women already on the waiting list and those who had suffered complications from the initial procedure. A week ago, within the framework of these negotiations, the Commons also reached a political agreement with the government: close the Action office in Tel Aviv in the face of Israel's indiscriminate killings in Gaza.
