How does Vox work and why hasn't it expelled the maverick Ortega Smith yet?

Two years ago, in October, he launched a harsh critique of the leadership with a direct warning at a time of several resignations and a declining electoral result: "Vox wasn't born as a way of life, as a placement agency for friends," he warned at the time, adding that it couldn't be "the end for anyone." Two years later, the struggle with the leadership has continued, and he has suffered several demotions, going from vice president of the party to a mere member, although three years prior he had already suffered a setback, losing the secretary general position. But this November, he stepped down as deputy spokesperson in Congress—a position now held by Carlos Hernández Quero, just 34 years old—and publicly rebelled, also giving an interview on COPE radio: he called the decision "unfair," "wrong," and something he "couldn't understand." With his removal from the position of deputy spokesperson, they have already "made their point, but he is trying to push things further," and the next step will coincide with the 2027 election period because the leadership's analysis is that "it makes no sense" for him to remain part of the national executive committee. The leadership of the Madrid municipal candidacy is also at stake, where all scenarios are open because, according to several party members, "it no longer adds up electorally," and they don't see how a maverick can head the list. Therefore, eventually, if tensions can ease, there could be an agreement to include him on the list in winnable positions, but right now the atmosphere is extremely tense.
