From reproving the Government to measures on housing: the proposals that the groups bring to the plenary session

BarcelonaJunts will bring to a vote this Thursday the reprobation of the President of the Generalitat, Salvador Illa. It has little chance of succeeding, because one of the Government's partners, ERC, has already closed the door to voting in favor. However, the 'juntaires', besides wanting to reprove Illa, also want Parliament to request the dismissal of the Ministers of Interior and Education, Núria Parlon and Esther Niubó, due to the crises open in their two departments. The CUP also proposes reproving the Government's management for the "systematic non-compliance" of Parliament's agreements, just like the PP, although in their case, due to the "subordination" they consider the Catalan executive has to the Spanish one and to the pro-independence parties. Beyond these requests, in this Thursday's debate the groups are also bringing to a vote a battery of measures regarding housing, precisely the week that two housing decrees, which the Council of Ministers approved on Tuesday after negotiations, are to be validated in Congress in extremis.

To begin with, the PSC has put in writing the announcement that Illa made on Tuesday: to promote a program for the Generalitat to co-purchase homes with citizens over forty years old, in addition to continuing with the plan to increase the public park of affordable housing by 50,000 apartments by 2030. Junts, for its part, is putting in writing the measures it has already defended in Madrid in this area, such as the veto on evictions of vulnerable people –and that in the case of small owners, the administration should take charge of the residential alternative–. In the case of ERC, it focuses on taxation and proposes, for example, reducing the taxation of the property transfer tax when a primary residence is acquired, and increasing it based on the number of homes the property owner has.

Comuns, for their part, are requesting, among other things, a change in the tenancy law so that rental contracts are indefinite and for the Government to buy the 400 Blackstone homes that will no longer be in social service. Furthermore, they are once again focusing on the prohibition of speculative purchasing. Regarding this last issue, the Government is still reworking the law it presented before the summer following the recommendations of the Council of Statutory Guarantees. Illa said on Tuesday that he aspires to finalize this regulation this month of October. The CUP, in turn, is asking for Catalonia to assume "complete" powers in housing. The PP emphasizes putting an end to squatting, and Vox defends "national priority" in access to social housing and liberal measures to build and lower taxes. Aliança Catalana proposes eliminating the tax on property transfers for the acquisition of a first home.

Amnesty, referendum and financing

Junts, ERC, and the CUP include in their resolution proposals the defense of the right to self-determination and an independence referendum –Aliança Catalana is the only pro-independence party that makes no reference to it–. The republicans also incorporate the national convention to resolve the Catalan political conflict that they agreed upon with the PSC for the investiture of Salvador Illa and which has not yet materialized. The three groups, furthermore, also call for the implementation of the amnesty law, just as the Comuns do.

Neither ERC nor the PSC include the new financing for Catalonia in their resolution proposals, which is pending a vote in Congress. The Comuns do refer to it, requesting that the new model be materialized. On the other hand, the 'juntaires' do include a proposal in which they once again defend the economic agreement and also request the total cancellation of the Autonomous Liquidity Fund (FLA), just like the PSC.
