It consists of saying that if your country wants to continue sheltering under the military umbrella of the United States, it must increase its defense spending to 5% of GDP. That this means spending billions on weapons manufactured in the United States shouldn't seem important.
But if, despite everything, you still endure the fear and resist the blackmail, they will come to destroy your self-esteem: "European leaders are weak because they are politically correct and don't know what to do." That's why it's necessary to support far-right European leaders, who are the only ones with whom it would be worthwhile to maintain the transatlantic alliance.
The abuse manual finally advises making you feel guilty. For example, guilty of regulating the American tech industry in Europe and making it pay fines for its malpractice. Then, the State Department will say that the United States can no longer pretend to be a partner of the European Union "if it adopts policies contrary to American interests." He wants to be your friend. You're the one who doesn't want it and forces him to punish you.
You're weak, remember that. And with him, you'll be strong. What does it matter if, to make him happy, you have to throw human rights, the rule of law, the welfare state, and international cooperation down the drain? These are nothing but weaknesses of people who still haven't understood that we came into this world to bite.
