The Treasury Department puts the regional debt forgiveness up for public consultation.

The decision to accept the debt settlement will be communicated by the communities when the law is approved.

BarcelonaThe Ministry of Finance launched this Wednesday, for public consultation, the proposal for the State to assume up to €83.252 billion of the debt of all the autonomous communities. Andalusia and Catalonia would be the most benefited regions, with more than 43% of the total regional deficit forgiveness. This Wednesday, the Ministry of Finance published a consultation on the preliminary draft of the organic law on exceptional financial sustainability measures for the autonomous communities under the common regime.

At the plenary session of the Fiscal and Financial Policy Council on February 26, the agreement regarding the criteria for distributing the amount allocated for the State to assume part of the debt of the autonomous communities under the common regime was approved, with the endorsement of the State, the Regional Ministry, and Asturias. The CPFF meeting was held a few minutes after it began, claiming that the Treasury's proposal was based on a bilateral agreement with the ERC. Sources from the ministry reported to Europa Press.

María Jesús Montero has already stated that she hopes to have this organic law approved before the end of the year, so the government needs an absolute majority in the Congress of Deputies. Therefore, it will have to attract its parliamentary partners, who have already been making their demands.

The minister does not rule out the possibility that, throughout the parliamentary process, some elements requested by other groups may be incorporated. In this regard, the president of the Independent Authority for Fiscal Responsibility (AIReF), Cristina Herrero, who expressed support for the proposal to forgive the debt of autonomous communities under the common system, advised that this settlement be conditional.

This approach to conditionality has been a demand of some parliamentary groups, while they have also made other requests, such as reviewing the mechanisms for distributing debt forgiveness.
