The tax on CO₂ emissions from vehicles: green taxation to address climate change

Since May 1, owners of one or more vehicles can consult the provisional list of vehicles (the register) subject to the tax on carbon dioxide (CO₂) emissions for the 2024 fiscal year. The information is available through the portal My ATC space, at the electronic headquarters of the Catalan Tax Agency (ATC), using a digital ID (IdCAT Mobile or another digital certificate). To check a single vehicle, basic access is maintained using the owner's NIF (Tax Identification Number) and registration number. If any data changes are necessary, objections can be submitted until June 5th.

This green tax, in effect since 2020, is part of the Generalitat's environmental taxation strategy to combat climate change and promote more sustainable mobility habits.

Who must pay the tax and who is exempt?

All individuals and legal entities that had their tax domicile in Catalonia during 2024 and owned a car, van, or motorcycle must pay the tax. Legal entities established in Catalonia are also subject to tax, even if their tax domicile is located outside the territory.

Exempt are 100% electric vehicles, mopeds, trucks or vehicles over 3.5 tons, coaches, vehicles authorized to carry more than 9 people (including the driver), and vehicles adapted for people with reduced mobility. Historic and classic vehicles also qualify for a 100% discount on the full tax rate, as do owners of vehicles with a tax rate of less than €6.

It's worth noting that taxpayers who direct debit their payments before July 15, 2025, will receive a 2% discount.

The final list of vehicles subject to the tax will be published on September 1, thus beginning the voluntary payment period. If payment is made by direct debit before July 15, the charge will be made automatically on November 20.

A tax with social and environmental returns

The tax on CO₂ emissions from vehicles is a green tax and is part of European environmental policies to reduce polluting emissions. The proceeds are allocated entirely to the Climate Fund and the Natural Heritage Fund, which finance projects for the energy transition, environmental research and innovation, sustainable mobility, and the protection of vulnerable sectors such as agriculture and the coast.
