Death toll from Tuesday's Russian attack on Kiev rises to 28

Kiev's flags flew at half-mast today as Ukrainians mourned the deaths of those killed Tuesday in the deadliest attack in the Ukrainian capital this year. The mayor said the death toll had reached 28, but that a search operation for other possible victims was continuing.
