The Spanish government launches the 2026 public employment offer without agreement with the unions

MadridThe Spanish government plans to approve a new call for public jobs this Tuesday. Specifically, the Council of Ministers will approve the public positions for 2026, as announced yesterday, Monday, by the Minister for Digital Transformation and Public Function, Óscar López. The call, however, will come without the endorsement of the majority unions in the public service, who have denounced the lack of negotiation. In 2025, the government approved 36,588 public positions in the State, a call slightly lower than that of 2024, which was historic with the offer of 40,146 positions. which was historic with the offer of 40,146 positions. The public employment offer in the State reaches the Council of Ministers after several negotiations between the government and the most representative unions on the negotiation table of the General State Administration (CSIF, UGT, CCOO, CIG, and ELA). In fact, the unions have denounced that they do not know the figures of the offer and have complained about the ministry's lack of transparency. Thus, the proposal does not have their endorsement. "We do not have concrete data," pointed out UGT, which also denounces that the 9,000 positions for labor personnel from previous offers have "not yet been called." In a statement, the General State Administration Sector of FSC-CCOO has stated that "there has been no political will" to negotiate the offer, despite holding "three meetings in which no documentation or information has been provided to prove the creation of net employment".
The offer corresponding to 2025 involved the approval of a total of 36,588 public positions. Of these, 26,889 positions were for entry into the general state administration (20,324 through open access, while 6,565 positions were for internal promotion). The Spanish government estimates that this represents the creation of 5,400 net public jobs. The rest of the positions were distributed among the National Police (3,139), the Civil Guard (3,713), and the army (2,847). Some were also for internal promotion and others for open access.
As usual, regarding territorial distribution in the State, it will be known in detail in each of the calls that are opened, as well as an indicative forecast of the specific provinces in which the positions will be offered. Last year, the offer also did not have the support of the unions, which assured that it was insufficient to cover the needs of public administration.
