The Government today opens the line of aid for the purchase of electric cars

The Catalan Energy Institute (ICAEN) has allocated €65 million for the purchase of electric vehicles and the installation of charging stations.

Starting today, individual buyers, companies and various local public administrations can now request and start the process to obtain the necessary subsidies for the Moves III plan. The plan, which will be in effect until December 31, mobilizes a total of €400 million in aid for the purchase of electric vehicles and the installation of electric car charging stations, but the budget transfer corresponding to Catalonia will ultimately amount to €65 million of the initial allocation. These grants are managed by the various regional administrations, and in the case of Catalonia, the responsible body is the Catalan Energy Institute (ICAEN), which will apply the management model established by state regulations.

The Moves III plan aid

The call, open today, allows buyers to apply for aid for the purchase of electric, plug-in hybrid, or hydrogen fuel cell vehicles, provided the electrified vehicles were purchased on or after January 1, 2025. Individual buyers of an electric or electrified vehicle will receive €7,000 and a subsidy of up to 70% of the total cost of installing a charging point, which can reach 80% if the beneficiary's population is less than 5,000.

If a private buyer wishes to purchase an electric car, the Moves III plan provides an incentive of €4,500, which can rise to €7,000 if it is accompanied by the scrapping of a combustion vehicle more than seven years old. However, the beneficiary of the aid has a maximum threshold of €45,000 to apply for the aid (cars with a price higher than this cannot apply for subsidies), a figure that rises to €53,000 if the new vehicle has eight or nine seats. Vans have a price threshold of €66,250, and electric motorcycles, €12,500.

In the case of electric vans, all private buyers are eligible for a purchase incentive of €7,000, which can reach €9,000 if they provide a van for scrapping. Finally, electric motorcycles receive a grant of up to €1,100, which can reach €1,300 if they combine it with the scrapping of an old motorcycle.

In addition to these benefits, there is a mandatory discount of at least €1,000 that must be applied by the dealership where the electric car or electric van is purchased, but this obligation does not apply to the purchase of an electric motorcycle. Finally, buyers of an electric vehicle can also add a maximum deduction of €3,000 to their tax return for the taxable year in which the vehicle is purchased, and a maximum of €600 if a charging station is installed.

The Catalan Energy Institute's call for proposals also incorporates several new features that should facilitate the administrative process for end users, such as a new application form in HTML code that replaces the previous PDF format, simplified information regarding the dealership where the vehicle is purchased, and simplified proof of purchase. Furthermore, the new call for proposals exempts buyers from having to provide proof of ownership of the municipal register if they reside in a municipality with fewer than 5,000 inhabitants or from obtaining a certificate of legalization for the installation of a new electric charging station, among others. This administrative simplification aims to facilitate bureaucratic procedures and incentivize the registration of zero-emission vehicles and the implementation of a network of charging stations that will help unify and facilitate the transition to electric cars.
