Electric scooters will be required to have compulsory insurance to operate from January 2026.
The new Automobile Insurance Law expands the vehicles that must have compulsory civil liability insurance.

This Tuesday, the Congress of Deputies approved the reform of the Automobile Insurance Law with 178 votes in favor, with a massive abstention from the PP (People's Party), and votes against from Vox and the UPN deputy. The reform of the law includes light personal vehicles—electric vehicles powered by one or more wheels—with a single seat and which can travel at a maximum speed of 25 km/h if they weigh less than 25 kilos or at a maximum speed of 14 km/h if they weigh more than 25 kilos.

The objective of this reform is to provide legal and assistance coverage to victims of accidents involving this type of vehicle, as well as to expedite compensation adjusted to the CPI (Price Per Person). It also complies with European Directive 2021/2118 on civil liability in the circulation of vehicles. However, the legal reform still does not implement a minimum age for the use of electric scooters (some municipalities have ordinances that set a minimum age of 16 years to ride electric scooters), nor does it establish the mandatory use of a reflective vest or helmet, nor does it make any reference to the use of a matrix.
The mandatory civil insurance policies in force for electric scooter users range from fifteen to ninety euros per year, depending on the coverage contracted or the insurance company.
And what about electric bicycles?
The legal reform also affects electric bicycles, which require mandatory civil insurance in order to ride. However, the insurance requirement only applies to bicycles that can reach high speeds without pedaling, while electric bicycles that only have a pedal-assist, assist, or boost system are exempt from the insurance requirement.
