Catalan meets the expectations of the National Pact for Language

The Government already completes 62% of the measures approved during the first year of the National Pact for the Language. Among the novelties, the creation of the Office for the Protection of Linguistic Rights stands out

A total of 123 out of 206 measures from the National Pact for Language have already been completed, 27 are in an advanced stage and 43 are underway, with a budgetary execution of 256.8 million euros. The record offer of 150,000 places to learn the language, the growth of regular speakers, or the presence of the language in cultural, audiovisual, and technological fields are some of the indicators that demonstrate that “we are fulfilling our commitment to Catalan”. This is highlighted by the President of the Generalitat, Salvador Illa, at the latest presentation event held at the Auditorium of the Palau de la Generalitat under the title From Commitment to Action. Assessment of the first year of the National Pact for Language.

In its first year of existence, the assessment provides a positive view of the agreement that invites optimism. "I am one of those who sees the glass half full, not half empty" and "Catalan will continue to be even more alive if we bring confidence, joy, and optimism to it," stressed President Illa. In this context, the new Government budget increases by 120 million euros – 21 million of which to create more welcome classrooms and 50 million for greater presence in the digital world – the allocation for the promotion of Catalan with the relaunch of new initiatives that are contributing to the increase in its use and for which the newly created Office for the Protection of Linguistic Rights is vigilant.

Record registrations for Catalan tests

The Consortium for Language Normalization (CPNL) has an €8.8 million shock plan and an expansion of the offer to exceed 135,000 places in the 2025-26 academic year. Record registrations for Catalan proficiency tests are now increasing thanks to the modification of regulations that allow for more annual exam sessions and expand the accreditation competencies of the CPNL.

In the educational field, welcome classrooms have reached a historic record with 1,641 allocations in the 2025/26 academic year. New accelerated and intensive welcome modalities have been deployed, the language has been incorporated into the Directorate Plan for Educational Inspection 2025-2029, and 30-hour training programs in immersion and multilingualism management have been launched for primary and secondary school teachers.

Advances in the workplace

For the first time, the foundations of a specific linguistic policy for the workplace and business environment have been agreed upon. Training resources have been launched, such as the Conforcat program (2 million euros in 2025) and the Aprèn.cat program in collaboration with the SOC and the CPNL. Additionally, the Commission for the Promotion of Catalan in the Workplace has been created within the Council for Social Dialogue.Advances in the judicial field also occur after signing an agreement with the General Council of the Judiciary for the training of judges in Catalan. The agreement establishes scholarships for the linguistic training of judges, prosecutors, and lawyers, and a working group on language policy has been created within the framework of the Generalitat-State bilateral Commission.In the health sector, 100% of public system entities now have a linguistic referent and a language management plan. The program Prescribe yourself Catalan for healthcare professionals to accelerate their learning has already started its third edition with 1,600 places, and the program We welcome you plans for 700 places in 2026 for newly arrived healthcare professionals.

Online guide for the development of local plans to promote CatalanMunicipal language policy is key

The Plan also calls on municipalities and county councils to take action with a guide prepared to publicize the new tools for supporting municipal language policy created by the ministry and the Consortium for Language Normalization. In this regard, the Department has deployed tools and subsidies such as the guides 40 proposals for action and the Online guide for the development of local Catalan promotion plans, and has given presentations in all the vegueries. More than 240 municipalities already support the Pact, which groups 66.8% of the population of Catalonia. Recently, the Minister of Linguistic Policy, F. Xavier Vila, led a new presentation in Vilanova i la Geltrú, within the series that takes him to all the vegueries of Catalonia, where according to the results of the 2023 Survey of Linguistic Uses of the Population (EULP) for the Penedès vegueria, Catalan is above average in language knowledge.Among the 40 proposals are internal actions (organization of awareness sessions, training in linguistic rights for municipal staff, and review of criteria in institutional communication) and those aimed at businesses and shops and on the linguistic rights of consumers. The creation of informal Catalan learning points in municipal facilities, the promotion of Catalan in the visual and auditory linguistic landscape of street events, the prominent presence of Catalan in sports and cultural offerings, or the consolidation of the language in activities aimed at children, adolescents, and young people also prevail within the primary role of the municipality.
