ValenciaThe Valencian government's Department of Education has developed a guide which guides educational centers on how to apply the new educational law that will come into force next year in the infant and primary stages and on which recently families were consulted. The document is notable for its recommendation that mathematics always be taught in Spanish, and that knowledge of the natural, social, and cultural environment always be taught in Catalan.

The Department of Education argues that mathematics is "a core area that enables metacognitive development." That is, the processes that every individual uses to learn, remember, solve problems, or perform an activity. In the case of knowledge of the natural, social, and cultural environment, it opts for Valencian to "facilitate the dissemination of the richness of vocabulary rooted in the environment."

The Department of Education also justifies the guideline by aiming to facilitate the implementation of a law that they know is complex. The regulation establishes that in the pre-school stage, students will have a majority vehicular language (Catalan or Spanish), which may reach a maximum of 65% of the teaching time, with a minimum of 25% for another co-official language and 10% for English. In primary, secondary, and high school, English will account for between 15% and 25% of the teaching population, and the difference in vehicle use between Valencian and Spanish must not exceed 20%, and no language may be used below 25%.

The Ministry's proposal establishes some fixed subjects in each language and others that vary depending on whether the group is taught predominantly in Valencian or Spanish. Regarding the latter, in primary school, we find ethical education and values, interdisciplinary projects, visual arts, and physical education. Religion and educational support will always be taught in the majority language. In secondary school, the subjects that may vary depending on the group are physical education, technology and digitalization, visual arts and audiovisual education, and ethical and civic values. Mathematics will continue to be in Spanish, and geography and history, biology and geology, and physics and chemistry will be taught in Valencian. Regarding English, it is proposed that it be used as a vehicle in visual arts education and interdisciplinary projects in primary school and in physical education in secondary school.

As with everything in the Valencian Region, there will be a significant exemption, which are the so-called Spanish-speaking areas. In these municipalities, only the subject of Valencian will be taught in Catalan. This will only be provided that parents have not requested exemption from the subject, which has been permitted since 1983, in a provision that was once described as temporary. In these eight regions, the regional ministry has only agreed to create 40 classes—9 in preschool and 31 in primary—with Valencian as the majority language, despite much higher demand.

According to the Director General of Educational Planning and Language Policy, Ignacio Martínez, the proposal to teach mathematics in Spanish and knowledge of the natural, social, and cultural environment in Valencian in all groups aims to optimize the management of the Book Bank program, implemented by the previous progressive government and which promotes the donation of school supplies. Furthermore, it also aims to facilitate the creation of flexible schedules and groupings between students from different classes. In the case of public schools, whether or not to implement the Ministry's proposal will be the responsibility of the school councils, while in private schools, the individual or legal entity that owns the school has the authority to approve the curriculum, after consulting with the school council.
