The challenge of multiple reoffending

In Barcelona, there are ten thefts every hour, while in Catalonia as a whole, it has been estimated that 23 are committed. Despite an increase in arrests and a seemingly declining rate, repeated offenses remain one of the country's major security concerns. We spoke with repeated thieves to understand why and how they steal, and we accompanied a public defender on duty and went down to the cells with him.
