We recall that these are public spaces open to citizens so that they can take refuge in extreme weather situations and that they combine their usual use with this specific function. They are especially designed for vulnerable people, such as the elderly, infants, the sick, or people with few resources. They can be open or closed spaces. In the case of closed spaces, it is ideally recommended that the temperature be 27 degrees in summer and 19 degrees in winter.
