The President of the Spanish Government, Pedro Sánchez, and the President of the Regional Government of Andalusia, Juanma Moreno Bonilla, have shown harmony and collaboration between administrations after the fire in Los Gallardos (Almería). They have even jointly warned of the dangers of climate change, even though Moreno Bonilla has just signed an investiture pact with Vox, which questions the policies that have been applied so far to combat this phenomenon.

But the greatest exponent of the PP moderates, the Andalusian president, the "Sorayist Juanma Moreno Bonilla, who will also yield to Vox's demands, as he himself has admitted and as the state leadership wants. The agreement is being finalized, but the only doubt remaining is the timing, that is, whether he will capitulate for this Thursday's investiture session or postpone it further, playing hard to get for public opinion. In any case, according to sources familiar with the negotiations between the PP and Vox consulted by ARA, the dilemma was clear from the start: "Either you accept the conditions or elections," said the Vox negotiating team.

The acting president of Andalusia, one of the barons of the PP most reluctant to agree with the far-right, has been forced to negotiate with them because fell two seats short of an absolute majority. However, the talks have not yet reached a satisfactory conclusion. This was confirmed this Tuesday afternoon in the first investiture attempt in the Andalusian Parliament. Santiago Abascal's party voted against making Moreno Bonilla president, arguing that they have not yet closed a programmatic agreement with the PP. The far-right party has blamed the baron popular for having arrived too late –Moreno Bonilla waited more than three weeks after the elections to sit down and talk for the first time–.

Despite the bittersweet taste of his victory, this Monday among the popular ranks the "spectacular" result obtained by the popular candidate is claimed. In statements to the media at the entrance of the party's state board of directors, Moreno Bonilla has argued that, no matter how much he has fallen two deputies short of an absolute majority, the 53 seats are a "sufficiently forceful" result to leave Vox out of his future regional executive. "It is a very good result that gives us room to maneuver to govern alone," he stated. For now, Vox has not set this price, as it did in Extremadura and Aragon, awaiting the start of negotiations. Moreno explained that he has not yet had contact with Santiago Abascal's party.

That day, at 25 years old, he was elected president of Noves Generacions del PP of Andalusia. What at that time seemed the impossible dream of a young promise of the right became a reality on January 18, 2019, when he took office and became the first head of the Andalusian executive not to be a socialist in history. He did so despite having obtained the worst results for the PP in decades —he was the second force with 26 deputies and 20.75% of the votes— thanks to a pact with Cs and Vox. Almost seven and a half years later, Moreno has managed to turn this fluke with which he ousted the PSOE into hegemonic leadership. As he himself explains in his book Manual de convivencia (Espasa, 2025), "perseverance" is one of the qualities that represent him.

This is the case for Juanma Moreno Bonilla's PP in Andalusia. From a historical perspective, the result of these elections does nothing more than consolidate conservative hegemony in a territory that had been a stronghold of socialist votes. But politically, for Moreno Bonilla and his Andalusian and moderate path, having to make a deal with Vox is a tragedy because it affects the core of his political discourse. We will have to see how he manages it after having said that the dilemma of these elections was "either an absolute majority or chaos".

Juanma Moreno Bonilla and Alberto Núñez Feijóo were very happy seeing that the polls predicted that the popular party could repeat the absolute majority they achieved four years ago, but the ballot boxes have issued another verdict: the PP has lost five deputies compared to 2022, has fallen two seats short of an absolute majority, and will once again need Vox's approval to govern. Seven months ago, the PP inaugurated the regional electoral cycle that now comes to an end with the unwavering goal of freeing itself from Vox, but it has ended up being even more of a hostage to the far-right. To the point that even the most moderate "baron" of the popular party – who had a free hand – now finds himself forced to negotiate with Santiago Abascal if he does not want to repeat the elections. In parallel, on Ferraz street it has been an even more painful night: the PSOE has achieved its worst result in history and is nineteen percentage points behind the popular party. The only relief that gives some oxygen to the socialists is that the future negotiation between the PP and Vox will once again highlight the discomforts and contradictions of the popular party.

Don Niceto told Francesc Cambó, in the Cortes, that “you cannot be at the same time the Bolívar of Catalonia and the Bismarck of Spain”. A phrase that could also have been applied to Lluís Companys, Miquel Roca or Gabriel Rufián. Being a Catalanist in Madrid implies a contradiction difficult to manage. On the other hand, Andalusianism is an equally intense sentiment but one that combines with Spanishness as well as chamomile and soda water at the Feria de Abril. Because Andalusia (which according to its Statute of Autonomy is a nationality) has an irrefutable, even exuberant, identity, but it is Castilian in origin, and has contributed as much as Castile to the definition of what is Spanish.

This is the thesis of Juanma Moreno, the PP candidate, presented during the first week of the electoral campaign in Andalusia. And this, as this newspaper published less than a month ago, the new Minister of Finance, Arcadi España, has even closed the door to the total collection of personal income tax. Nevertheless, this argument serves Moreno to argue that a "strong" and "stable" government is needed to "confront this injustice". Vox also resorts to Catalonia, using the old argument of comparative grievance between Catalans and Andalusians against the PSOE candidate, María Jesús Montero, España's predecessor at the head of the Spanish Treasury. In fact, the hypothesis that the right-wing parties fuel is that the PSOE is temporarily deceiving Andalusians so as not to harm Montero in the electoral race. They also reproach him for the new regional financing model agreed with ERC, which they claim harms Andalusia, even though it would add almost 5,000 million euros annually, when Moreno was asking for 4,000, at least until the end of last year.

This new date at the polls is the one that interests Madrid the most, but also Barcelona, due to its implications. We are talking about a territory with a population of 8,676,713 people, of whom 6,812,861 have the right to vote. It is not just because of the demographic weight of this community that there is a lot at stake in these elections. The full cycle has been and continues to be a testing ground with the prospect of the next general elections, and today it has been settled without a definitive diagnosis. The PP continues to fuel the idea that its arrival at Moncloa is very close, even if it is with Vox as an uncomfortable and essential travel companion. To confirm this, it needs to repeat its current absolute majority in the Andalusian Parliament. Anything less than that will lead to questioning the Popular Party's chances of achieving its main objective. For the leader of the PP, Alberto Núñez Feijóo, this match is decisive. The president of the Junta, Juan Manuel Moreno Bonilla, therefore, has a high responsibility in this electoral call, from which his party may emerge with its chest puffed out or with the obligation to ask many questions about the causes of the slowdown in its expectations.

It is the historical stronghold of the PSOE, which governed the community uninterruptedly until 2019, when Juanma Moreno Bonilla's PP conquered the San Telmo Palace. Two legislatures later, the PSOE's outlook in the elections already called for May 17 is not to regain the government, on the contrary: polls assure Moreno Bonilla's victory and it seems the doubt is whether he maintains the absolute majority or if he depends on Vox. It is in this context that the minister and first vice-president, María Jesús Montero, makes the leap to Andalusia as a socialist candidate, with declining prospects, at historic lows. And it is with this horizon that this Thursday former president Felipe González has shared a stage in Seville with Juanma Moreno Bonilla, in a conversation moderated by the journalist Susanna Griso and organized by the Cajasol Foundation with the title: "Cayetana de Alba, a political duchess".

He did so in 2018, when he became president through a governing pact with Citizens (Cs) and the external support of Vox, despite not winning the election. In fact, the PP's results, in an election where three right-wing parties were running, were far from their best. Three years later, he was re-elected with an absolute majority that allowed him to shed the burden of his investiture partners, a result so exceptional that he has it tattooed on his wrist. And it did so to the rhythm of soul music.Don't you worry 'bout a thing" It's one of the refrains sung by the sextet tasked with providing musical entertainment during the more than hour-long wait for Juanma Moreno and Alberto Núñez Feijóo's speeches. A soundtrack to bolster the "hope" that, Despite the recent setbacks that have caused concern within the partyThe Andalusian president and the leader of the People's Party (PP) attempted to generate a sense of unity during the closing of the Andalusian PP congress. After weeks of being cornered by errors in his diagnoses, Moreno used the event, which re-elected him with 99.95% support as president of the PP of Andalusia, to defend his questioned administration and, with the regional elections imminent, ask for the trust of the Andalusian people to retain an absolute majority that he is now unlikely to secure. Moreno defended the "importance of stability to move forward" and denounced a "confluence of populist interests" that want to turn the public debate into "a mudslinging battleground" with the aim of undermining him. The Andalusian president pointed to the parties both to his right and to his left. "They don't think the same way, but they seek the same thing: to break the majority that provides stability," he said. Along the same lines, Feijóo called for "not to be complacent" and "not to fall into traps or distractions." "Let stability not be interrupted," the Popular Party leader urged, expressing his aspiration to achieve it himself throughout the country despite being increasingly cornered by Vox. Feijóo praised the Andalusian model, which "reminds us that one can be moderate and determined." "Spain needs this type of politics to win," he asserted, denouncing "the corruption and lies" of a PSOE "that has no legal limits" and is "capable of absolutely anything."

But the Christmas spirit hasn't appeared anywhere yet. The ongoing confrontation between the People's Party (PP) and the Socialist Workers' Party (PSOE) isn't benefiting anyone. In any case, it serves to confirm that the investiture pact in favor of Pedro Sánchez is holding up. Under precarious conditions, but it's holding up. As for the general atmosphere, it's as if spectators at any sports tournament have lost interest in following the game, waiting for unforeseen events to turn their gaze back toward the field or the court. We're at a point where only a dramatic change will allow the public to regain its full attention. The key decisions are those about organizing the political calendar. And since almost nothing is moving—that is, nothing decisive—we are content to watch the attempts by both sides to poke holes in the opponent's strategy. And this is where we are stuck, neither moving forward nor back, in a long game of chess with an uncertain outcome.
