Faced with this situation, many of those who were evicted from the beach camp on Thursday have returned this Friday as they have nowhere to take refuge.

The sun was just beginning to rise when the National Police and the Civil Guard deployed a huge operation this Thursday in the El Trampolín beach in Ceuta to evict the thousands of immigrants – there are no official figures to know how many there are – who were living there in subhuman conditions since the massive influx at the end of July. Escorted by the police and with the support of social organizations, about 1,700 people have paraded on foot to the first two temporary reception centers that the Spanish government has just opened to try to restore normality to the African city, broken by the arrival of thousands of immigrants. Just a few hours later, when municipal brigades were still cleaning up trash and all sorts of items that the immigrants had used to set up a precarious camp, about 500 people returned, forcing the municipal brigades to stop their work. Their fear is that, in an official place, they will be returned to Morocco, as some have explained to ARA.

The Ministry of Youth and Childhood is working to transfer up to 500 unaccompanied immigrant girls and adolescents from Ceuta to the Peninsula, according to ministry sources. The proposal is for the autonomous city's government to maintain guardianship of the minors and for custody to be transferred to social entities that manage reception centers. This is the solution they have found to speed up the usual process by which guardianship is transferred to the receiving community, which has the competencies.

Eighteen days after the entry of tens of thousands of people from Morocco to Ceuta, the European Commission maintains its position on the future of migrants who remain in the autonomous city. The community executive has argued that all of them should be returned, including the more than two thousand minors who have entered without adult relatives and to whom community law and Spanish immigration law itself grant special protection. Brussels argues that European Union law also provides for them to be returned. "We continue to insist that the expectation is that all those who are irregularly in Ceuta will be returned," said the spokesman for the Internal Affairs commission, Markus Lammert, this Tuesday at a press conference.

The Spanish government has assured that the safe return of Moroccan minors who entered irregularly into Ceuta on July 30 is a priority. However, with the law in hand, the repatriation of young people has special protection compared to the ordinary procedures applied to adults. Furthermore, according to the prosecution, none have been processed to Morocco "due to the lack of cooperation" from the Alawite authorities. The overflow of children and adolescents at the door is repeated again this Friday and leads to moments of certain chaos and nervousness, an image that the authorities and the State's security forces want to avoid occurring in the center of the autonomous city, where the Headquarters is located. They seek to foster "normality." Members of the army are in charge of the situation, while ordering them to form a line. It is in this building where these boys and girls now place all their hopes: inside they will complete the first bureaucratic procedure that allows them to remain under the guardianship of the autonomous administration.

The Spanish government plans to activate all available mechanisms to respond to unaccompanied migrant minors who entered Ceuta from Morocco by swimming and are currently in the autonomous city. The Ceuta executive estimates there are "a thousand": "We cannot give an exact figure because the process of locating [the minors] and integrating them into the protection system is still ongoing," indicated the spokesperson for the local government of Ceuta, Alejandro Ramírez, this Tuesday at a press conference. The most notable was the incident in Torre Pacheco, but there have also been attacks against centers for minors in Vallirana (with Molotov cocktails), in Marcilla (Navarra), riots in Piera (where incendiary devices were also thrown in May), in Alcalá de Henares (Madrid), and in Sabadell, and persecutions in Hernani (Guipúzcoa). In San Sebastián, "hunts" for North African and African people have been organized through a Telegram group. These are just a few of the cases. Five months have passed since the Supreme Court gave the Spanish government 10 days to take charge of 1,000 unaccompanied immigrant minors who are being housed in the Canary Islands and who have applied for asylum or intended to do so. But the central government's response has not yet arrived. For now, at 17, after four years in Catalonia, she is waiting for her case to be resolved, once her father has regularized his status and can begin the process of obtaining family roots for his two children, while her mother must follow a separate procedure. "Not having papers makes you feel different, because you so often feel like there's an invasion of illegal immigrants!" says this young woman, who only thinks "about the future" and has never been able to return to her country of origin, not even when a grandmother died. "We wouldn't have been able to go back," she notes.

The Congress of Deputies on Thursday ratified the decree law that the Spanish government approved three weeks ago for the distribution of migrant minors who are overwhelming the services in the Canary Islands and Ceuta. The Spanish government agreed on certain criteria with Junts in exchange for its favorable vote, the only one still pending to approve the legislation, given that the PP is locked in a band.
