While the Minister of Economy, Alícia Romero, wants to bring the budget back to Parliament between the end of April and the beginning of May and have it approved before June 24, the ERC spokesperson, Isaac Albert, refuses to set a timetable and asks the Socialists to make proposals that allow Catalonia to "gain sovereignty" in order to secure a budget. In any case, the PSC and ERC will resume negotiations this week.</p>]]></description>

Jürgen Habermas, a German, was born in 1929, during the Great Depression. He lived through the defeat of 1945, the Constitution drafted by the Allies for the new Federal Republic in 1949, the crisis of East Germany in 1989 and reunification, and lamented the missed opportunity of not creating a new constitution for Germany in 1990. Habermas defended a political reality based on three principles: promoting participation and transparency of information. He believed that individuals should be able to distance themselves from events and exercise their own judgment, to think for themselves, but his opinion has been largely forgotten. He observed with concern the drift toward technocracy and the erosion of solidarity. He was a political conciliator and a representative of the Frankfurt School and of the more European, restrained, and analytical German thought. An anchor for stability. His passing is a loss for Europe. He said on numerous occasions that the homeland of Europeans should be Europe, not small national homelands. Habermas thought big.</p>]]></description>

The distinction between these two concepts is not insignificant. Administering would be equivalent to guaranteeing the ordinary functioning of public services and the continuity of public policies already initiated. In contrast, governing involves setting priorities, transforming the present, and preparing for the future. To administer, a government is not necessary; public employees are sufficient. To govern in the sense I have mentioned, a government is indeed necessary.</p>]]></description>

Of course, he also warned that one had to know how to play them. To begin with, the success of any <em>lantern </em>It depends on whether the other party—Von Neumann's study focused primarily on two-way negotiations—can consider it plausible. And this is precisely where the negotiating strategy between ERC and PSC regarding the 2026 budget has failed. Salvador Illa set a deadline, March 20, for the Republicans to stop dragging their feet and engaging in a game of chicken—another concept from Game Theory, which explains that both sides move toward the precipice without wanting to be the first to concede—that has ended in a stalemate. The PSC and ERC have given each other more time because it was the only way to ensure that no one loses.</p>]]></description>

This pressure tactic against Oriol Junqueras' party failed to budge them from their position: the Republicans had maintained their red line for beginning negotiations unless the Spanish government made a gesture of ceding control over income tax revenue. The budget was headed for failure this Friday, as Esquerra would have voted for its amendment to the entire bill, thus causing it to collapse. To avoid defeat, Salvador Illa decided to withdraw the budget this Wednesday. <a href="https://en.ara.cat/politics/psc-and-erc-seek-ways-to-avoid-friday-s-clash-over-the-budgets_1_5680648.html" >as some sources consulted by the ARA pointed out</a>and give negotiations with the Republicans another chance. However, Esquerra has also shifted its position and no longer refers to income tax as a condition. <em>sine qua non</em> to negotiate the budget. "It's a very important condition," Oriol Junqueras stated when journalists asked him if it remained an "essential" condition, as it had been until now. In fact, Esquerra has opened itself to negotiating an alternative proposal to the Personal Income Tax (IRPF) if the Catalan Government puts one on the table. Conditioning the approval of this budget on demands whose fulfillment primarily falls to the central government introduces a deadlock that ultimately affects citizens directly, who see policies that are indeed within the regional government's jurisdiction delayed or limited.</p>]]></description>

And if you look up at the world, this unease transforms into anguish, not only because of the price of oil or making ends meet—which is a real struggle—but also because of the survival of democracy and, at times, of humanity itself. This is the socio-emotional portrait of society right now. We all operate within this ecosystem of general malaise.</p>]]></description>

The accounts for that fiscal year had an insurmountable obstacle: Hard Rock. On one hand, the PSC demanded that he unblock the project if he wanted their votes, but on the other hand, Comuns assured him that if the macro-casino went ahead, they would oppose it. An insurmountable dilemma. Aragonès maintained his commitment to the socialists, and Comuns kept their word and voted against the budget. President Aragonès <a href="https://www.ara.cat/politica/govern-ja-analitza-l-avancament-eleccions-davant-fracas-dels-pressupostos_1_4967389.html" >called early elections</a> and lost them <a href="https://www.ara.cat/politica/eleccions-catalunya/resultats-sondejos-participacio-eleccions-catalunya-2024-12m_130_5022260.html" >in favor of Salvador Illa</a>. Months later, Illa also needed the support of other parties to be invested as president, and once again, Hard Rock was the bargaining chip: one of the conditions set by Comuns and Republicans was that he eliminate the tax reductions that Artur Mas's government approved in 2014 to lure investors from the Seminole tribe of Florida, owners of Hard Rock. Instead of paying 55% of the taxes levied on gambling, they would only pay 10%. </p>]]></description>
