The 'cursed' Ciutadans congress is no longer so

The orange party was due to replace its leader in Catalonia in February, but has so far not ratified Héctor Amelló.

BarcelonaCiudadanos is a party that has disappeared from the institutions, but remains organically alive. Or so it attempts. However, this wasn't the most unprecedented aspect of the congress. What had never happened before in Ciutadans was that the Catalan conclave was held without waiting for the rest of the regional leaderships. In order to move forward, it was held at the same time as with Andalusia and Madrid. The problem has been that before electing the regional leaderships throughout Spain, local boards had to be elected, according to party sources, which has been a nearly impossible undertaking. Without any significant presence in the region, they have barely been able to form local core groups, as required by the party's regulations. In fact, in Catalonia, only eight have been formed throughout the territory, and there hasn't been a vote either; they were directly proclaimed this June.
