Puigdemont on Sánchez: "We will not negotiate the Spanish budget until they pay what they owe to Catalonia"

Following the agreement between Junts and the PSOE on immigration, former president Carles Puigdemont has sent a message to the Spanish government: they will not negotiate the Spanish budget until they make the pending investments in Catalonia.
