ERC spokesperson in the Parliament, Ester Capella, stated this Tuesday that "there is no plan" to negotiate the Catalan budget because "a whole series of agreements that are currently frozen still need to be fulfilled, such as the financing system and the delegation of authority to collect 100% of personal income tax."
