Trump's 20-point plan to stop the war in Gaza
The US proposal that Netanyahu has bought ensures that there will be no forced displacements.

BarcelonaMinutes before US President Donald Trump and Israeli Prime Minister Benjamin Netanyahu held a press conference at the White House, the US government released the document containing Trump's proposal to end the Gaza war, which will be two years old on October 7. These are the 20 points:
- Gaza will be a deradicalized, terrorism-free zone that will not pose a threat to its neighbors.
- Gaza will be reshaped for the benefit of the people of Gaza, who have already suffered enough.
- If both sides agree to this proposal, the war will end immediately. Israeli forces will withdraw to the agreed-upon line to prepare for the release of the hostages. During this time, all military operations, including aerial and artillery bombardments, will be suspended, with the battle lines frozen until the conditions for a complete and phased withdrawal are met.
- Within 72 hours of Israel's public acceptance of this agreement, all hostages, living and deceased, will be returned.
- Once all the hostages are freed, Israel will release 250 Palestinian prisoners serving life sentences, plus 1,700 Gazans detained after October 7, 2023, including all women and children detained in this context. For each Israeli hostage whose remains are released, Israel will release the remains of 15 dead Gazans.
- Once all the hostages have been returned, Hamas members who commit to peaceful coexistence and the dismantling of their weapons will be granted amnesty. Hamas members who wish to leave Gaza will be granted safe passage in the host countries.
- Once this agreement is accepted, full aid will be immediately delivered to the Gaza Strip. At the very least, the amounts of aid will be consistent with what was included in the January 19, 2025, agreement on humanitarian aid, including infrastructure rehabilitation (water, electricity, sewage), the rehabilitation of hospitals and bakeries, and the entry of the necessary equipment to clear the rubble.
- The entry of distributions and aid into the Gaza Strip will be carried out without interference from either side, through the United Nations and its agencies and the Red Crescent, as well as other international institutions not associated in any way with either side. The opening of the Rafah border crossing in both directions will be subject to the same mechanism implemented under the January 19, 2025, agreement.
- Gaza will be governed by a temporary transitional government of a technocratic and apolitical Palestinian committee, responsible for the day-to-day management of public services and municipalities for the people of Gaza. This committee will be composed of qualified Palestinians and international experts, with oversight by a new international transitional body, the "Peace Council," to be headed and chaired by President Donald Trump, with other members and heads of state to be announced in advance. including former (British) Prime Minister Tony BlairThis body will establish the framework and manage financing for the redevelopment of Gaza until the Palestinian Authority has completed its reform program, as outlined in several proposals, including President Trump's 2020 peace plan and the Saudi-French proposal, and can regain control of Gaza safely and effectively. This body will follow the highest international standards to create a modern and efficient governance that serves the people of Gaza and is conducive to attracting investment.
- Trump's economic development plan to rebuild and revitalize Gaza will be created, convening a group of experts who have helped give rise to some of the Middle East's thriving modern miracle cities. International groups have developed many thoughtful investment proposals and interesting development ideas, which will be considered to synthesize security and governance frameworks to attract and facilitate these investments, which will create jobs, opportunities, and hope for the future of Gaza.
- A special economic zone will be established with preferential tariffs and access rates to be negotiated with participating countries.
- No one will be forced to leave Gaza, and those who want to leave will be free to do so and free to return. We will encourage people to stay and offer them the opportunity to build a better Gaza.
- Hamas and other factions agree to have no role in the governance of Gaza, directly, indirectly, or in any way. All military, terrorist, and offensive infrastructure, including tunnels and weapons production facilities, will be destroyed and not rebuilt. There will be a demilitarization process in Gaza under the supervision of independent observers, including the ongoing deactivation of weapons through an agreed-upon dismantlement process, and supported by an internationally funded buy-back and reintegration program, verified by independent observers. The new Gaza will be fully committed to building a prosperous economy and peaceful coexistence with its neighbors.
- Regional partners will provide a guarantee to ensure that Hamas and other factions fulfill their obligations and that the new Gaza poses no threat to its neighbors or its people.
- The United States will work with Arab and international partners to develop a temporary International Stabilization Force (ISF) to be deployed immediately to Gaza. The ISF will train and provide support to vetted Palestinian police forces in Gaza, and will consult with Jordan and Egypt, which have extensive experience in this field. This force will be the long-term internal security solution. The ISF will work with Israel and Egypt to help secure border areas, alongside newly trained Palestinian police forces. Preventing munitions from entering Gaza and facilitating the rapid and safe flow of goods is critical to rebuilding and revitalizing Gaza. The parties will agree on a mechanism for deconflict.
- Israel will neither occupy nor annex Gaza. As the Israel Defense Forces (IDF) establishes control and stability, the IDF will withdraw based on demilitarization-related standards, milestones, and timelines to be agreed upon between the IDF, the ISF, the guarantors, and the United States, with the goal of a secure Gaza that no longer poses a threat. In practice, the IDF will progressively hand over the Gaza territory it occupies to the ISF according to a schedule established with the transitional authority until it fully withdraws from Gaza, except for a security perimeter presence that will be maintained until Gaza is adequately secured from any resurgence of the terrorist threat.
- Should Hamas delay or reject this proposal, all the above steps, including the expanded aid operation, will continue in the terror-free zones handed over by the IDF to the ISF.
- A process of interfaith dialogue based on the values of tolerance and peaceful coexistence will be established to seek to change the mentalities and narratives of Palestinians and Israelis, emphasizing the benefits that can be derived from peace.
- As the reconstruction of Gaza progresses and the Palestinian Authority's reform program is faithfully implemented, the conditions for a credible path toward Palestinian self-determination and statehood, which we recognize as the aspiration of the Palestinian people, can finally be established.
- The United States will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence.
