The territorial plan for renewable energies receives more than 12,000 objections

The city councils propose a 35% reduction in surface area for photovoltaic energy

BarcelonaThe Department of Territory, Housing and Ecological Transition of the Generalitat has closed the public information process of the Territorial Sectoral Plan for Renewable Energies (Plater) with 12,143 objections received. The Department, through the Catalan Energy Institute (ICAEN), has begun the analysis of the registered contributions with the aim of incorporating all those proposals that turn out to be "technically viable", the Government reported in a statement this Sunday.

Despite the avalanche of objections, from town councils as well as entities and individuals, the Minister of Territory, Sílvia Paneque, defends the process as a key element to comply with decarbonization objectives. In a statement, Paneque stated that the Plater will be "a territorial planning tool that will allow municipalities to manage the reception of renewable energy projects within their terms".

Once its processing and subsequent approval are completed, the Plater will limit the implementation of new renewable installations solely to areas cataloged as priority and will set a maximum power limit per municipality.

During the process, ICAEN has held more than 70 bilateral meetings with town councils and periodic meetings with the technical teams of the county councils to resolve doubts about the draft. Supramunicipal entities and local corporations have made 1,312 contributions to the document after debating the proposal in working groups and dialogue spaces activated since November 2025.

ICAEN also presented the Plater to entities of Catalan society with the necessary information for the presentation of objections, aimed in this case mainly at the methodology used to prepare the initial proposal, totaling more than 500 objections from this sector, while the rest of the contributions come from citizens.

Second public information process

During this consultation period, the city councils have been able to propose a reduction of up to 35% of the surface initially classified as a priority for photovoltaic solar energy if they considered it unsuitable based on local criteria. The preliminary text establishes that no municipality in Catalonia will have to allocate more than 5% of its total surface area to the generation of renewable energies by 2050.

Once the allegations have been analyzed and the relevant modifications introduced into the document, a second public information process will be opened which will serve to validate the local criteria and update elements of the methodology used.
