BarcelonaThe Spanish government guaranteed this Tuesday to the unions CSIF, CCOO and UGT that the salary of public employees will rise by 4.5% starting January 1, 2027, just as both parties agreed upon in the framework agreement they signed last November. This was communicated by the three unions after meeting with the Ministry of Digital Transformation and Public Function within the framework of the monitoring commission for this agreement, which provided for an overall salary increase for the more than three million public employees of 11% for the 2025-2028 period.

This 11% salary increase agreed upon until 2028 was distributed in a 2.5% rise for 2025; 1.5% for 2026, with an additional variable of 0.5% linked to the evolution of the consumer price index (CPI, the statistical indicator that measures the cost of living); 4.5% for 2027, and 2% for 2028.

In this year's case, to the fixed salary increase of 1.5% already applied, half a point more must be added if inflation at the end of the year equals or exceeds the fixed rise of 1.5%. As everything points to this being the case, this additional 0.5% will also be paid in 2027, throughout the first quarter, and with retroactive effects. The unions are asking that the 4.5% salary increase agreed for 2027 and guaranteed this Tuesday by Pedro Sánchez's executive be approved before the general elections on November 29.

Legislative changes

Likewise, union sources have reported that the department led by Óscar López is working, in collaboration with the autonomous communities, on a legislative reform of Article 10 of the Basic Statute of Public Employees to define the abuse of temporality in this regulation. Furthermore, it plans to establish sanctions, including the dismissal of administration managers who fail to comply.
