The Government creates a new deputy directorate general to manage public-private partnerships
The Economics department is restructured and a technical deputy directorate general is also created
BarcelonaThe Government has given the green light to the new decree restructuring the Department of Economy and Finance, according to the Government agreements reached this Tuesday morning. According to the document, the objective is to establish the departmental structure to align it with its responsibilities and also "compile all existing legislation, currently scattered across various regulations, into a single text." Among the main changes is the creation of a new Deputy Directorate General for Support and Management of Public-Private Partnerships, which will be attached to the Directorate General for Public Procurement. This unit will provide legal support and economic and operational advice to all contracting bodies within the various departments of the Generalitat (Catalan Government) when carrying out projects promoted by the public and private sectors in areas such as infrastructure. A Technical Deputy Directorate General has also been created, attached to the Directorate General for Heritage. Among its functions is facilitating the processing of some of the most important urban development projects to be promoted during this legislative term, such as the Clínic-UB Campus in Barcelona, the development of Catalunya Media City in the Tres Chimeneas sector in Sant Adrià de Besòs, the Autonomous and Connected Vehicle Innovation Center in Baix Penedès, and the new operations and the 22@ district.
Management of European funds
To strengthen economic activity and manage European funds, two new units are being launched. Firstly, the Legal Department will have a new Advisory Area on European Aid and Funds, which will provide specialized legal support to the department's bodies responsible for economic activity, economic analysis and forecasting, European funds, and state aid. It will also contribute to strengthening the tasks arising from the integration of the Catalan Competition Authority (ACCO) into the department and the Deputy Directorate General for Economic Promotion. Secondly, the Directorate General for European Funds and State Aid is incorporating the Deputy Directorate General for Analysis and Monitoring of European Funding to coordinate and monitor projects financed with resources from the Recovery and Resilience Facility and other European funding instruments.
Furthermore, with the aim of "giving a boost to the Catalan financial sector," the Directorate General for Financial Policy, Insurance, and Treasury will have a new Area for Securities Markets, Sectoral Projects, and Financial Education, whose main objectives are to promote the first Catalan financial services cluster and lead financial strategies and initiatives.
The new decree restructuring the Department of Economy and Finance will come into force the day after its publication in the DOGC (Official Gazette of Catalonia).
