The European Grid reports "two periods of power fluctuations" half an hour before the blackout.

The European Network of Transmission System Operators for Electricity (ENTSO-E) has reported that half an hour before the blackout that hit the Iberian Peninsula on April 28, "two periods of power and frequency fluctuations were observed in the European synchronous zone."
