New protocol for managing telecommunications incidents in Catalonia
The Government has reached an agreement with operators and municipalities that will also extend the fiber optic network.
BarcelonaThe Generalitat (Catalan Government) has launched a pioneering protocol to improve the management of telecommunications incidents, with the support of companies and municipal entities. This protocol will also allow for coordinated efforts to deploy fiber optics throughout Catalonia, benefiting smaller municipalities. The Minister for the Presidency of the Generalitat, Albert Dalmau, chaired a working meeting this Thursday in Monistrol de Montserrat (Bages), one of the municipalities that has suffered connectivity issues, with the telecommunications companies and local entities that signed the agreement. During this meeting, the commitments made and the measures to be taken were shared.
Dalmau stated that the Government's objective is for Catalonia to have 100% connectivity throughout its territory, an essential condition for territorial cohesion and the development of economic activity. The protocol, known as TelcoCat, has been joined by some twenty operators and entities, with the door open to new additions. On the part of local authorities, the Federation of Municipalities of Catalonia, the Catalan Association of Municipalities, Microvillages, and Localret have joined.
The protocol establishes a structured model for classifying incidents into three levels, based on their severity and scope, to ensure a rapid and coordinated response.
The first level allows for direct support between city councils and operators to manage minor or local incidents, with an improved support system using specific channels in Catalan. The telephone support service will be operational in September through a new centralized number created by the Generalitat (Catalan government), which will redirect users to the institutional support services of participating operators, available 7 a.m. to 24 a.m., 7 days a week, to record, update, or reclassify incidents.
Regarding the second level, when the incident has a significant impact, the Generalitat (Catalan government) will implement technical coordination between operator and administration officials. The third level, for highly critical problems, will involve the direct involvement of institutional officials from the Government and the companies.
