They demand that the Madrid government allocate 3 million "by hand" to sympathetic employers.
Conpymes, of which Pimec is a part, accuses the Community of Madrid of giving direct subsidies to entities linked to the CEOE.


BarcelonaConpymes, of which the Catalan employers' association Pimec is a member, filed an administrative appeal against the Community of Madrid for granting subsidies "by finger-pointing." The complaint has already been admitted for processing by the High Court of Justice of Madrid, according to this organization, chaired by José María Torres.
The appeal is directed against the order of March 13, 2025, issued by the Ministry of Economy, Finance, and Employment of Madrid. This text includes the strategic subsidy plan for the granting of a subsidy to the National Federation of Associations of Self-Employed Workers (ATA) and the Spanish Confederation of Young Entrepreneurs (CEAJE) for the performance of advisory services, understanding that it is not in accordance with the law.
The entity emphasizes that the beneficiary organizations are part of the CEOE (Spanish Economic and Monetary Union). This fact means that the direct granting of €3 million to related entities is "contrary to the public interest, the Constitution, and the laws and interests of other business organizations that cannot access these subsidies on an equal footing," Conpymes emphasizes.
The president of Conpymes, José María Torres, said that "the public administration must act without preferences or discrimination, seeking the common good and not acting without justification and without respecting what is set forth in the general law on subsidies."
Conpymes, which has been in a long-standing dispute with the CEOE over representation at all levels of social dialogue, recalls that the Supreme Court had already ruled in its favor and annulled Royal Decree 1027/2022, of December 20, which regulated the granting of direct and exclusive subsidies. The ruling declared void the decree law that granted €30.6 million to the CEOE-Cepyme and UGT for digitalization training courses.
