Catalonia concentrates 60% of the completed protected housing in the State in the first quarter
Spain reaches the highest figure of new HPO since 2012, but far from pre-2008 levels
BarcelonaThe Spanish government boasts about the construction of protected housing (HPO). Spain has begun to build the highest number of HPO homes in a first quarter since 2012, in a context of prices at peak levels and access to housing among citizens' main concerns. In parallel, it has also reached the highest number of completed HPO since then.
In absolute terms, the State has promoted 4,048 HPO units during the first quarter, 24% more than in the same period of the previous year, and has completed 5,215. These figures are far from the almost 60,000 protected homes that, on average, were built in Spain between 1991 and 2008. Spain has almost 19.6 million households, according to the latest Continuous Population Survey (ECP), from mid-August 2025.
Catalonia accounts for 60% of the protected homes that were made ready for occupancy across the State during the first quarter, 3,073. It is the territory where the most HPO units have been completed, followed by Madrid (1,127) and Andalusia (410). There are only three other autonomous communities where completed protected homes exceed one hundred, and eight where no apartment or house in this category has been finished.
In contrast, Catalonia hosts 5.85% of the protected housing initiated by the State during the first quarter. 237 of the 4,048 units promoted throughout the Spanish territory have begun to be built there. By communities, Madrid is where the most HPO has been promoted (1,242), followed by Andalusia (755), the Valencian Community (529), and the Basque Country (410).
The Spanish government's housing plan—approved less than two months ago by Pedro Sánchez's executive—foresees that "at least 40%" of the 7 billion euros budgeted until 2030 will be used to build affordable housing.
The minister of the department, Isabel Rodríguez, assures that the plan incorporates a "shield" so that "speculation cannot occur" with public housing. "In the last 45 years, 2.7 million protected homes have been built, but most were disqualified over the years".
