One of the pillars of the agreement between the PSC and Esquerra to invest Salvador Illa was the collection of all taxes by the Catalan Tax Agency (ATC). However, the truth is that the ATC is currently far from being able to do so at its current scale. Furthermore, the Government's objective is to focus on beginning to assume management functions—not collection functions—for a single tax, the personal income tax (IRPF). In fact, considering the ATC's current situation, any "collection" function would extend beyond 2028 and always "in collaboration" with the Spanish Tax Agency. This is clear from the report (See the chartThe report, prepared by Minsait, an Indra subsidiary, at the request of the Government, concerns the development plan for the ATC (Centralized Temporary Storage Facility), which ARA accessed through a transparency request—initially denied by the Generalitat (Catalan Government) and later accepted following an appeal to the GAIP (Galician Authority for Access to Public Information).

The investiture pact between the PSC and ERC stipulated that the Catalan Tax Agency (ATC) would begin collecting personal income tax starting in 2026. However, as the Catalan government has studied what changes would be necessary to achieve this goal, expectations of being able to meet this deadline have diminished. Now, the master plan commissioned by Indra to specify a roadmap for the future Catalan Treasury sets new dates that fall far short of the promises. Based on a progressive increase in resources and personnel, it proposes that the ATC will be in a position to assist citizens in the income tax campaign in 2027, and that by 2028 it will already be involved in "the tax implementation of certain functions" related to this tax. In other words, it proposes that it begin to perform some functions related to its management, but it also doesn't mention all the collections.

The details of the unique financing agreed upon for the Bilateral Commission between the State and the Generalitat (Catalan Government) remain up in the air, but in the meantime, the Government is taking another step toward preparing the Catalan Tax Agency (ATC) for the future that awaits it. The Executive Council today approved the creation of two new advisory bodies that will help steer toward the new Catalan Treasury: a commissioner, who will be appointed by tax management expert Santiago Ramón Arizón, and an advisory council made up of independent experts in taxation, technology, and communication. Neither has a work schedule yet, but they will directly support the Minister of Economy, Alícia Romero, to make the new ATC more efficient and effective within the framework of the new financing model. The objective is to allocate "all the necessary resources" to have it ready to collect all taxes "as soon as possible," according to the investiture agreement between the PSC and ERC (Spanish Socialist Workers' Party) from almost a year ago. The Catalan Tax Agency (ATC), the body that collects taxes on behalf of the Generalitat (Catalan Government), has tripled the total number of people it has assisted with their income tax returns this year. Thus, in the 2024 personal income tax return campaign, which ended on Monday, a total of 47,205 people requested support from the ATC, more than triple the 13,193 from the previous campaign.
