      <description><![CDATA[<p><img src="https://static1.ara.cat/clip/a1e0c801-0dd7-4b78-9e72-60b64f73cccf_16-9-aspect-ratio_default_0.jpg" /></p><p>Only in two of the last twenty years – in 2008, under the government of José Luis Rodríguez Zapatero (PSOE), and in 2015, under Mariano Rajoy (PP), which was actually a tax reform –, the Treasury has deflated the income tax (IRPF) rate, which means adjusting it to inflation to prevent paying more tax despite having the same or lower real income. And the last two times similar measures were taken was before the call for general elections, in March 2008, in which Zapatero was re-elected for a second term, and in December 2015, when Rajoy repeated in office. Between doing it and not doing it, there is an essential difference: from 2019 to 2024, it has meant additional revenue for the State of between 9,700 and 16,700 million, according to various studies. From the left-wing space, led by the PSOE, it is considered that this type of adjustment advocated by the PP and which applies to all incomes, especially benefits the highest ones. And, therefore, they advocate for more selective and direct measures for low or middle-income families, such as reductions and rebates on public transport and others.  </p>]]></description>

Given that the electoral climate will be a major factor in 2026 and 2027, unless early national elections are called, it is difficult to imagine that the context will be more favorable for budget negotiations then. The only "window of opportunity" that some members of the Spanish executive foresee is the return of Carles Puigdemont, a very open scenario that is in the hands of the courts.</p>]]></description>

"They will be expansionary and responsible budgets," Montero anticipated at a press conference this Tuesday. Specifically, the Council of Ministers has approved a spending ceiling (the maximum amount that all the State's public administrations can spend in a year) that is once again a record: 212,026 million euros without European funds. With the arrival of the final funds from this windfall approved in the wake of COVID-19 –which must be spent by 2026–, the spending ceiling jumps to 216,177 million. This spending cap is 8.5% higher than the 2025 limit (€195.353 billion), which never materialized due to a lack of political agreement and the snap election in Catalonia. "This spending cap bears the DNA of a progressive government," Montero stated. Following this increase in the spending cap, the Treasury projects skyrocketing tax revenues. Specifically, Montero anticipated that she estimates revenues exceeding €325 billion for 2025. "And in 2026 they will increase by 8.5%," she asserted. Part of this revenue growth is explained by the inflationary context (most organizations estimate<a href="https://en.ara.cat/business/brussels-inflation-spain-rise-year-eu_1_4434459.html">an average inflation rate above 2% by 2025 and</a> slightly below 2026). This will be noticeable, for example, in the revenue from personal income tax, which makes up the bulk of the resources entering the public coffers. However, the Treasury also links this to the strong performance of the Spanish economy, while cooling down the possibility of raising taxes. "The increase in resources will not require any action that necessitates a law [...], many tax categories have the capacity to grow," Montero stated.</p>]]></description>

The Ministry of Finance has informed regional governments that next year they will receive record resources from the financing system, amounting to up to €157.731 billion (7% more than in 2025) in the form of advance payments. This figure is slightly higher than the one announced in the summer. Of this money, Catalonia will receive a record €30.207 billion, 6.9% more than in 2025, as reported by the Ministry of Finance this Monday, following the Fiscal and Financial Policy Council (CPFF). It is worth remembering that advance payments are the resources that the State transfers in advance to the autonomous communities and municipalities, depending on the administrations' tax revenue forecasts. These funds represent the bulk of the resources available to the regions for preparing their budgets and covering basic services, and are updated annually according to economic growth forecasts, but above all, tax revenue projections, which have performed well in recent years. To this amount must be added the positive settlement for 2024: €13.506 billion. This means that the central government anticipated lower tax revenue for the regions that year, but this did not materialize. Thus, the Treasury will transfer a total of €170.3 billion. Deficit target of 0.1%<h3/><p>However, the Treasury is not making any changes to the deficit target for the autonomous communities in 2026. The department headed by María Jesús Montero (PSOE) has confirmed that they will have a deficit target of 0.1% of GDP in 2026, 2027, and 2028. "That means a deficit for all three years," Montero said at a press conference. For Catalonia, this represents approximately €1 billion in additional spending leeway during this period, according to calculations by the Catalan government. Along with the deficit target, Montero also announced the debt target for the autonomous communities (set at 20% of GDP for 2026), as well as the spending rule limit, which for next year will rise to 3.5% (currently at 3.5%). The Minister of Economy and Finance, Alícia Romero, welcomed the upward revision of the spending rule limit, as it is a key element of the new European fiscal rules, although the Valencian government will still not comply with it. The three elements (deficit target, debt, and spending rule) constitute the path to stability. </p>]]></description>
